Because some idiot cant do his or her job properly then it causes a whole lot of grief. The damage caused by someone who has a job of filling in pot holes taking it upon themselves to do an incomplete repair leaves on cyclist with a fractured elbow and a broken collarbone whilst another has a broken wrist in three places and another wrist incapacitated.
